The Headquarters of the Romanian Navy (Sediul Comandamentului Marinei Militare) is a historic naval command building on the Casino Promenade in Constanța. Built between 1879 and 1881 as Hotel Terminus, it later became Hotel Carol before being adapted for military use and eventually becoming the headquarters of the Romanian Fleet Command.
The building was commissioned during the early development of modern Constanța and designed by architect Alexandru Hristea Orăscu in a Neoclassical style. The hotel was built by the British Danube and Black Sea Railway Company, which operated the railway between Constanța and Cernavodă, and opened in 1882. Its first name, Hotel Terminus, reflected its position close to the end of the railway line, while it was later renamed Hotel Carol.
The hotel was one of the most substantial buildings in Constanța at the time, with around 90 rooms, large salons and balconies overlooking the waterfront. Its façade was articulated with classical columns, pilasters, pediments and sculptural decoration, giving the building a much more monumental appearance than the smaller hotels and houses surrounding the early port.
After World War I, the building passed into military use, first through naval and officers’ organizations and later as an officers’ residence. It was enlarged with an additional floor between 1924 and 1927, while later alterations changed parts of the original structure. In 1978 it became the headquarters of the Romanian Navy, followed by a major restoration in 1982-1983 that retained the building’s Neoclassical character.
Since 2009, the building has served as the headquarters of the Fleet Command, continuing its long connection with Romania’s naval forces from a prominent position above the Black Sea waterfront.
