Borș House (Casa Borș) is a historic residence in Tulcea, built in 1905 for engineer, contractor, and politician Ștefan Borș and now used by the Tulcea Military Circle. The house is one of the few surviving places that directly reflect both his private life and his long involvement in the modernization of the city.
Borș had moved to Tulcea in 1884 after training at the School of Bridges and Roads in Bucharest and working on public-works projects in Moldavia. He soon became head of the county technical service and went on to combine engineering and contracting with a political career that included three terms as mayor of Tulcea and service as a senator. His work in the city ranged from roads, schools, churches, barracks, and hospitals to major public projects such as the Palace of Fisheries and the reconstruction of the former Administrative Palace. During his terms as mayor, projects for the city cadastre, water and electricity networks, railway links, and street paving were also advanced.
The residence was built for Borș and his family in 1905, during the period when his professional and political influence in Tulcea was at its height. He lived there until 1921, when the property was sold to Banca Dunărea. The house later passed through other institutional uses, while a neighboring building in the same complex had separately housed Banca Românească and the Dacia Română insurance company.
In 1968, the property became the headquarters of the Tulcea Garrison Command and became known as the Army House (Casa Armatei). Its military role continued after 1989, and the building is now used by the Tulcea Military Circle (Cercul Militar Tulcea), which organizes cultural, social, and ceremonial activities for the local military community.
